Providing quality assurance review of HIV services
Finding a way to get high quality, statistically valid data for program administration and oversight is a constant struggle for Ryan White HIV/AIDS Program grantees. Because TMF Health Quality Institute specializes in evaluating primary medical care services funded through the Ryan White HIV/AIDS Treatment Modernization Act, we can help grantees manage their resources for the greatest impact.
Our project managers work with grantees to design and implement site visit review programs that exceed what many are able to achieve with their own stretched resources. We bring depth of experience in designing and conducting specialized review projects that focus on quality management and include the following:
- Evaluating the extent to which primary care services adhere to the most current HIV Public Health Services Treatment guidelines
- Providing statistically significant primary care utilization data including demographics and acuity levels of individuals receiving care
- Making recommendations for improvement
A partnership with TMF provides grantees with easy access to qualified programmers, biostatisticians, data analysts, nurse consultant project managers and support staff. HIV-experienced nurse reviewers perform data abstraction and analysis with medical and dental resources readily available.
Services
TMF has the infrastructure in place to quickly respond to new contracts and support managers and field staff in providing a comprehensive review of services. TMF doesn’t take a one-size-fits-all approach to HIV-provider review services. We take the time to learn your systems and work with you to tailor our activities to your structure, process, goals and resources. We collaborate with grantees to develop a customized electronic survey tool that focuses on identified needs, captures national benchmark data, ensures consistent data collection and reporting and provides both program-wide and site-specific data analysis.
Professional analysis of data reports provided as deliverables includes:
- Client-level data
- Statistical analysis
- Demographic analysis
- Compliance rates
- Reporting of quality findings with clinic-specific and aggregate data
Adherence/performance with medical practice guidelines includes:
- Frequency of visits
- Clinical outcome measurement
- Utilization patterns and trends
- Anecdotal information
- Quality monitoring feedback
- Adherence to best practices
TMF’s biostatisticians and nurse consultants conduct statistical analysis, compiling and analyzing data into a formal report. This report can include benchmark data that can be used for other quality improvement activities.

Accomplishments
- TMF’s review findings help grantees manage their resources for the greatest impact while ensuring the best care possible for those affected by HIV. For example, using our review findings, three clinics improved their processes collectively to increase Pap smear screening rates by 45 percentage points and seasonal flu immunization rates by 33 percentage points.
